all your lanes are blocked at lamond drive. please be aware of that. also, northbound gw parkway. this was weekend road work that blocked all of the northbound lanes. right now that's still the situation. heading over to i-270 in maryland, as you make your way southbound at finger board road, that's 80, you'll see the right lanes blocked. continuing southbound on i-270, no issues. a live look at falls road. as a matter of fact, clear as you make your way all the way to the beltway. i'm back in ten. eun, over to you. >> news 4's angie goff is at the live desk with breaking news. this morning the pakistani girl shot by the taliban is headed to england for treatment. 14-year-old malala yusufzai is headed to england for treatment for promoting girls education and speaking out against the taliban. the attack has caused massive outrage in pakistan, and they're

hoping this attack will motivate others in the country to protest against the pakistani taliban. angie goff, news 4. this morning we'll find out the final nobel prize winner for this year. it's in the category for economics. americans top the list of favorites. robert schiller, who studies the erratic behavior of markets, is one of the favorites, along with kenneth rogoff, who specializes in public debt. we'll find out when the academy announces the winner at 7:00. the race for president is essentially tied this morning. 49% of likely voters support president obama in the latest washington post/abc news poll. 46% favor mitt romney, and that puts them within the margin of error. the results are similar to the poll two weeks ago. before the first presidential debate. nearly two-thirds of people surveyed say they don't need any more information before election day to make their decisions. both candidates will spend today

and tomorrow preparing for the second presidential debate. that town hall style debate will focus on domestic and foreign policy. president obama practicing for tomorrow night at a resort in williamsburg, virginia. mitt romney is preparing in boston. both sides agree the president has to improve on his performance from the first debate. >> he's got to be more energetic. i think you'll see somebody who's very passionate about the choice that our country faces. >> the president can change his style. he can change his tactics. he can't change his record, and he can't change his policies, and that's what this election is about. >> some obama aides say the president wasn't as prepared as they wanted for the first debate because he had to focus on some of his presidential responsibilities. now, you can watch tomorrow night's presidential debate live here on nbc 4. our coverage begins at 9:00 p.m., and then stay tuned for news 4 at 11:00 for a full breakdown of what the candidates said. if you haven't registered to vote yet, you'd better do so

this week. today is the deadline for voters to register. in maryland and west virginia, you have until tomorrow. in the district, you've missed the deadline to register by mail, but you can still register in person until friday. you can do it at any d.c. public library, firehouse, or police station. this morning lawmakers on capitol hill are remembering a longtime former pennsylvania senator. arlen specter served in the u.s. senate for much of his 30-year career in politics. he was heavily involved in choosing supreme court justices and known to many as a moderate. for years he served as a republican but switched to a democrat in 2009. he lost his re-election bid in the 2010 primary. for the last ten years, specter fought a very public battle with nonhodgkins lymphoma. he died yesterday at the age of 82. families will be watching today as hearings for the september 11th terrorist attacks get under way at guantanamo bay, cuba. five men charged with planning or assisting in the attacks will go before a military commission. among them, khalid sheikh

mohammed, the self-professed mastermind of the attacks. relatives will be able to watch the hearings at forts in several states, including maryland. right now police in howard county asking for your help to find a missing elderly man. take a good look at your tv screen. charles turner was last seen leaving his house on bozly road in ellicott city around 4:00. he reportedly told family members he'd be right back. he never returned, though. he suffers from dementia, has no cell phone, and requires multiple medications. if you've seen him, call 911. later this morning, a former d.c. police officer will be in court accused of shooting three people, including two transgender women. kenneth fur faces multiple charges for firing his gun while off duty in 2011. a police affidavit says fur solicited one of the transgender women for sex outside a cvs in northwest washington and became angry when she refused. fur jumped up on the hood of the

car and shot through the front windshield hitting three people. all suffered nonlife-threatening injuries. fur recorded a blood alcohol level of .15 after the incident. two police officers will stand trial accused of beating a university of maryland student. james harrison and reginald baker are charged with attacking mckenna. mckenna was celebrating in the street following the terps' big win over duke in march of 2010. video taken from a dorm room shows officers in riot gear beating mckenna with batons. he suffered a concussion in the incident. both officers face first and second degree assault charges. two teens in anne arundel county are under arrest for shooting and killing a man in pasadena. 18-year-old ronald mclloyd on the left and daniel savage on the right so shot and killed 21-year-old matthew morrow at a house party on outing avenue saturday morning. both men are charged with first degree murder.

another man was shot, but he is expected to recover. the man behind a string of armed robberies on the university of maryland campus is only 17 years old. jalil robinson of greenbelt was arrested after police found items from the robbery in his home. robinson is being charged as an adult. this weekend susan g. komen three-day walk for a cure raised $4 million. the organization says nearly 1,600 participants helped raise $3.8 million for breast cancer research. that's down, though, from last year's donations. last year's walk for the cure in d.c. raised $7 million. organizers say registration was down nearly 40% this year, and that could be because of the breast cancer charity's unsuccessful move to defund planned parent hood in february. plunging into the record books. what a daredevil is saying about his death defying feat from the edges of the earth. plus not part of the show.

i'm angie goff with breaking news from the news 4 live desk. major deal just made. japan's softbank with a major stake in nextel for $70 million. it gives the third largest wireless operator more money power to compete in the market and also build out its 4g network. the deal is the biggest overseas acquisition by a japanese firm. at the news 4 live desk, angie goff, news 4. we have breaking news right now at 4:46. prince william county fire officials are investigating a three alarm fire in the 7900 block of sudley road. news 4's megan mcgrath is live on the scene with the latest. megan, good morning. >> reporter: good morning, eun. we have good news to report to commuters.

sudley road in the northbound direction had been taken down to just one lane. just within the last two minutes or so, they actually opened everything back up here. they are still trying to figure out exactly what caused this blaze at the store-all storage facility just off of sudley road. fire broke out late last night. there were a number of storage units that were impacted by this blaze. firefighters still here on the scene. they are starting to wrap up the hoses a little bit, but a number of fire trucks were expecting to remain here on the scene to kind of watch over things and make sure that no hot spots crop up. again, no impact any longer to the traffic in terms of what caused this blaze. all of that still under investigation. also, no word on the actual damage estimate. i can tell you that there were a number of storage units here at this facility that were impacted, and we're hoping to get a little information later on here on the show, and we'll bring it to you. reporting live in manassas, megan mcgrath, news 4. back to you. >> megan, thank you.

i want to show you this cell phone video from eastern china. take a look here. you can see and here mass chaos as fireworks exploded in the crowd. this morning investigators are trying to figure out what caused those fireworks to hit the crowd and not explode in the sky. this mishap happened saturday night during an opening ceremony of a westlake international expo. several people had to be treated for burns. an austrian adventurer made sky diving history high over the new mexico desert. felix baumgartner became the first sky diver to break the sound barrier. he jumped from 24 miles up and reached speeds of more than 833 miles per hour before landing safely. baumgartner used a special capsule to travel up into the stratosphere. he wore a high tech suit to shield himself on the way down. he also had a mission control team on the ground monitoring his every move. >> when i was standing there on top of the world, you become so humble. you want to come back alive, you

know, because you do not want to die from your parents, your girlfriend. >> baumgartner broke a record that had been on the books since the 1960s. just for an added perspective, he jumped from a height three times higher than the cruising altitude for commercial jet liners. incredible. >> and made a perfect landing. right on his feet and does a little run for you. no problem. how about that? >> incredible. now to the space shuttle "endeavour," which has also broken the sound barrier dozens of times, but its final journey won't be breaking any speed records. it took that shuttle three days to travel 12 miles to the home of the california science center. "endeavour" crept through the streets of los angeles at just 2 miles per hour. it finally arrived at the museum yesterday 17 hours late. the shuttle had trouble making sharp turns, surprise, surprise, and avoiding some light poles there in the l.a. area as well. the carrier also began leaking

oil, apparently. right now the former captain of the shipwrecked costa concordia is in court. fran che francesco scuttino seen here on the left. more than 1,000 victims, survivors are in the court as well. he's accused of manslaughter, abandoning ship, and other charges. he denies the charges and is suing to get his job back. in january, 32 people on board that ship died in the accident. meanwhile, salvage teams are working around the clock to stabilize the costa concordia. they hope to roll over the ship and get it floating again by spring. friends and co-workers of two men seriously injured in a fiery crash are raising money to help cover their medical bills. hector, shown in the hat, and santos work as bar backs at penn social in the district. two weeks ago, police say a drunk driver rear-ended them on

georgia avenue in northwest, causing their car to burst into flames. the men suffered third degree burns on 40% of their body. doctors are treating them at washington hospital center's burn unit. >> the least we could do is come support one of our co-workers, one of our family, one of our industry co-workers for something so senseless and so disgusting that happened. >> organizers raised more than $3,000 to help cover medical expenses. the men are expected to be in the burn unit for the next six months. the meningitis outbreak is now up to 205 confirmed cases nationwide. 15 of those case,in maryland. 34 are in virginia. the cdc says the number of deaths now stands at 15 across 14 states. the outbreak is linked to steroid shots used for back pain made by a specialty pharmacy in massachusetts. the medication has since been recalled. a woman in minnesota is the first to file a lawsuit against that pharmacy. 4:51. time for weather and traffic on the ones. storm team 4 meteorologist tom kierein telling us more about a

forecast. feels pretty mild out there, tom. >> what a contrast to saturday morning when it was really cold. >> i was not ready. i heard all the forecasts. i listened intently. still was not prepared. >> this is what it looked like in northern montgomery county on saturday morning. the first frost of the season. i took this picture right at dawn. yes, it was cold. in fact, it was right down near the freezing mark throughout much of the areas. this is right before dawn. you can see the frosty grass. if you have any interesting weather or nature photos, send them to us at weather@nbcwashington.com. we will share. let's take a look at what's been happening the last several hours. a lot of cloudiness moving through. passing sprinkles north and west of the metro area. right now no rain. off to our west, there are showers. areas in green in western pennsylvania into central west virginia, southwestern virginia. this is along a front that's going to be sweeping in here by perhaps early afternoon.

by noontime, for your lunch hour, you may be needing an umbrella. off to a mild start. all these areas in light green generally in the 60s, as well as out into the mountains too. most locations in the 60s. quite a mild start ahead of that front. we'll have that rather blustery southwest wind gusting to 20 miles an hour. by 6:00 a.m., still in the 60s. still clouds around. only a slight chance of a sprinkle. then a greater chance of passing showers for your lunch hour, upper 60s to around 70 by then. then during the afternoon, off and on showers likely, and maybe a rumble of thunder. we'll have the showers moving east by late afternoon. for your afternoon commute, some of the pavement may still be wet. will fall from the upper 60s midafternoon to the low 60s by around sunset. by dawn tomorrow, we'll have our temperatures all the way down to the 40s. what a change. tomorrow bright and sunny, into the mid-60s, and a beautiful day on wednesday and thursday. both days 40s in the morning, afternoon highs around 70. might get a shower. right now looks like friday morning. after that, weekend looks nice.

that. probably not. one looks to be a pumpkin patch with a purpose. this weekend, st. paul's pumpkin patch in kensington officially opened for business. you can pick from dozens of pum kins, and a kins, and all the proceeds go to the church's mission in montgomery county and to help needy families. >> we have one of the richest counties in the country, and we assume that everyone is fine and has food on their table every day. but as i say, within just a half mile of where i'm standing now, there are people who are hungry, and they're relying on these pumpkin sales to keep that ministry going. >> the pumpkin patch is open through october 31st. we might have to take you so you can experience how fun it is to pick a pumpkin. >> i don't think i've ever been to a pumpkin patch. >> ever? >> i may have been to a grocery store but not a pumpkin patch. >> not the same. >> i wouldn't think so. 4:55 is the time. a scene that looks like it's straight out of a blizzard.

from last week. according to aaa, the new national average for a gallon of regular is $3.79. here in the district, it's slightly higher at $3.88. in maryland, you're paying about $3.70. in virginia, our cheapest as usual in our region at $3.60. today is the deadline for most people who requested an extension on filing taxes this year. taxpayers expected to file by today even if you can't pay the full amount due. doing so will avoid a penalty for filing late although interest and late payment fees will still happen. today's deadline does not include members of the military or those serving overseas. this week visa and mastercard as well as a group of retailers will ask a judge, a federal judge, to approve a massive settlement over the so-called swipe fees. those are the fees card companies charge when you pay with credit. merchants argue that card companies and their banks worked together to inflate rates. if approved, the $7.2 billion settlement would apply to the nearly 8 million retailers
